Over hundred and twenty years ago, each city in the World set their own local time. This would be set, at noon, when the sun was at its highest point in the sky, viewed directly from each different city.
So even neighbouring cities would each have a different local time. So it would be 6:00PM in New York City and 6:12PM in Boston , this was because Boston is approx. 3 degrees east of New York City.
Before modern communication and transportation became popular this difference in time between the cities didn't matter too much. However, then it started to become awkward and inefficient.
This is when Canadian railway planner and engineer Sir Sandford Fleming, with the railroad companies of the day, thought about creating different time zones in the late 1870s.
They were introduced in 1883 and America and Canada's time zones were set.
This popular and workable idea caught on and at a conference being held in Washington DC in 1884, all the World time zones were determined. The World was divided into 24 time zones, each one a long strip from North Pole to South Pole, about 15 degrees of longitude wide and about one hour difference in time. And with 24 hours in the day introducing time zones was easy.
Even today, this time zone system for telling the World's time is still in place.
